HJA was central to a consortium that delivered a comprehensive mid-term thematic evaluation of the entire 2007-13 EU Structural Funds Programmes in Wales. Stuart Hardisty and Gareth Jones formed part of the management group for this evaluation. HJA team members led on the skills, research & development, strategic infrastructure and climate change themes.
Our work involved the assessment of a broad range of documentation, performance management data and stakeholder consultations at programme, theme and project level.
The evaluation was used by WEFO to understand progress at the mid-point of the funding programme, and highlighted areas of success and weakness. This enabled adaptations to be made to ensure a successful programme outcome.
